While I definitely agree with the sentiment that AACR2 belongs under title
main entry, I do not agree with the specific reasons that Mac gives here.

First, the concept of "authorship" is irrelevant to the point of choosing
entry under corporate body.  The determining criteria for such entry are
emanation and certain categories of materials as laid out in AACR2 (and
the LCRI).  A corporation is not the "author" of its annual report in a
traditional sense of authorship, but it is ultimately fully responsible
for the content of the report and rightfully is given as main entry in the
catalog record for the report.

Second, whether or not cataloging rules are a "work in progress" is also
irrelevant to choice of entry.  They could be written by a single person
acting entirely on his/her own, and yet still remain just as much a work
in progress.
