I'm going to be a little hard to get along with on this issue, perhaps
because I'm feeling legalisitc today: in any event my copy of the rules do
*not* use the word "must", and I don't see in rule 21.1B2c any evidence to
indicate that it "implies" anything, but rather merely gives an example
indicating that works containing "official statements of position ..."
would fall into this category.  Therefore, one could easily be forgiven I
feel for entering AACRIIr under author.

That having been said, I will comment that I am in agreement with entering
under title for intuitive reasons: for some reason I simply feel more
comfortable with a title entry - and I admit that is a very poor reason.

Possibly an argument for entering under title is that the JSC does not
present itself as author, but rather as supplying "direction".  Therefore
the authorship (and numerous individuals are in fact given credit on the
page preceding the flyleaf) can be said to be "diffuse" and that therefore
the operative rule is 21.C1a.

However, I feel that even this argument is weak.  The JSC is and was the
responsible committee, and seems to me to be merely waffling by saying
that it exercised "direction".  Personally, if I was cataloguing it from
scratch and basing my decision on the rules as I see and read them, I
would make the Joint Steering Committee the main entry heading.  Perhaps
the rules could be clearer on the matter (though I have no alternative to
offer at the moment).

In any event I have to emphasize that I'm uncertain as to how it can be
said that the rule uses the term "must", or that it "implies" anything.
I hope, Kevin, that you or someone else will correct me if I'm mistaken.
