Because (1) it does not concern the internal activities of the bodies,
and does not express their official position on anything, (2) when there
are six bodies, entry is under title, and (3) "under the direction" is
editorial, and main entry is no longer made under editor.

The JSC is certainly not the author of AACR2.  In addition to
authorship being farmed out to individuals and committees, chunks of
AACR2 can be tracked back to the "red and green books", and if one had the
time, I am sure some wording could be tracked back to Panizzi.

Cataloguing rules are a work in progress.
