I would like to suggest that instead of sending a random query to
AUTOCAT and getting responses from unofficial sources that may or may
not be correct, that you prepare questions to formally ask the Joint
Steering Committee for Revision of AACR2.  It may even be useful to have
such questions coming from Germany be coordinated in some way through

Man wird also zu sorgfaeltigem Ermessen angehalten, ob das Werk die
offizielle
Position der Koerperschaft darstellt, und zwar zu Fragen, die NICHT
ihre inneren
Angelegenheiten betreffen. Wer die CIP-Aufnahme anfertigte, kam
folglich zu dem
Urteil, dass es sich in diesem Fall nicht so verhaelt, ergo keine HE
fuer die 
Koerperschaft.

Gerne reiche ich die Frage aber weiter an die Liste AUTOCAT mit der
Bitte um 
weitere Klaerung.
