Es folgt die erste und einzige Antwort, die bisher aus der Liste AUTOCAT zu der 
gestellten Frage gekommen ist. Sie deckt sich mit dem, was ich dazu schon 
geschrieben hatte. Insbes. wird klar, dass AACR ohne die LCRI nicht vollstaendig 
sind.

The work does indeed eminate from the body itself (i.e. it was issued or =
caused to be issued by the Joint Steering Committee), but the only =
category under which it falls that would allow consideration of main =
entry under the Committee is Category "C".  The rule implies (and is =
backed up by the Library of Congress Rule Interpretation) that for this =
category to be applied, the work must present statements of position on =
matters other than the affairs of the body itself.  This work does not =
fall under that definition.
