  21.1B2. (General Rule.) Category C:

  This category is best characterized by saying that it deals with those works
   that present official statements of position of a body on matters other than 
   the affairs of the body itself. 
   Use judgment in applying the category.

Man wird also zu sorgfaeltigem Ermessen angehalten, ob das Werk die offizielle
Position der Koerperschaft darstellt, und zwar zu Fragen, die NICHT ihre inneren
Angelegenheiten betreffen. Wer die CIP-Aufnahme anfertigte, kam folglich zu dem
Urteil, dass es sich in diesem Fall nicht so verhaelt, ergo keine HE fuer die 
Koerperschaft.

Gerne reiche ich die Frage aber weiter an die Liste AUTOCAT mit der Bitte um 
weitere Klaerung.
