Hi Carsten,

the reason why it's a working draft is because no group is working on
it any more. The "Semantic Web Best Practices and Deployment Working
Group" http://www.w3.org/2001/sw/BestPractices/ discontinued at 2006,
and only active W3C groups can turn drafts into recommendations. Maybe
it makes sense to contact the editor Jerry Hobbs for questions about the
future of OWL-TIME http://www.isi.edu/people/hobbs/about
