Darin der hier schon vor kurzem angesprochene Absatz zur Sprache
des Werktitels, erneut umnumeriert (wenn auch nicht ganz):

6.3.4. Forms of Uniform Titles
   An authorized heading or uniform title for a work, expression,
   manifestation, or item may either be a title that can stand alone or
   it may be a name/title combination or a title qualified
   by the addition of identifying elements, such as a corporate name, a
   place, language, date, etc.
6.3.4.1 The uniform title should be the commonly known title in the
   language and script of the catalogue when one exists for the resource,
   otherwise
5.2.4.1.1. the uniform title should be the original title or
5.2.4.1.2. the title most frequently found in manifestations of the work

Diese unerwartete Wendung der Dinge, wenngleich noch weder "approved"
noch auf dem DNB-Server irgendwo kommentiert, hat sich nun aber schon
niedergeschlagen im neuesten RDA-Entwurf, wo es in der Section 2,
Kap. 5 (General guide on recording attributes of works and expressions)
jetzt heißt ("uniform title" gibt es nicht mehr):
5.2.4
Representation. The title or form of title designated as the preferred
    title for a work should be either a commonly used title or form of
    title in the language and script preferred by the agency creating the
    data, the original title of the work, or the title most commonly
    found in resources embodying the work. ...
5.2.5
Language preference. If there is a commonly used title for a work in the
    language and script _preferred by the agency_ creating the data,
    preference should be given to that title
5.2.6
Common practice. The preferred access points used to represent works
    and expressions should reflect _conventions used in the country and
    language_ of the agency creating the data.

Damit ist nun also die Katze aus dem Sack. Mehr internationale
Austauschbarkeit, Hauptziel der Regelwerksmigration, ist demnach _nur_
mit der VIAF erreichbar, nicht mit dem Regelwerkswechsel allein, und
die VIAF muß nicht nur Namen, sondern auch Werktitel umfassen.
Was den Regelwerkswechsel, aber ich wiederhole mich, marginalisiert.
Zwar heißt es im Kommentar:
"The RDA draft reflects Anglo-American practice based on
  rules in AACR2."
Was aber nicht stimmt, wenn man mit AACR Chap. 25.3 vergleicht.

Es gibt nun eine Neufassung des "RDA Prospectus", in dem man die
neue Gliederung findet:

Ganz neu ist der Entwurf der "Sections" 2-4 (Chapters 5-11 und 16), die
dem früher geplanten Teil B entsprechen sollten und mit Spannung
erwartet wurden:

Gut, daß eine lange Feiertagsperiode vor uns liegt - dieses Papier hat
460 Seiten.
