die Anfrage auf der RDA-List, die Sie verfolgt haben, war ja
ausgelöst durch die Fragen von Herrn Berger und Frau Payer zu dem
Fall mit den Handschriftenkatalogen. Die Reaktionen der
amerikanischen KollegInnen werden wir in der Themengruppe
"Körperschaften als geistige Schöpfer" besprechen; ich werde dann
auch auf dieser Liste darüber berichten.<br>

Ich hatte die Gelegenheit genützt, um ein gutes Beispiel für den
Punkt 1. c) im LC-PCC PS zu 19.2.1.1.1 zu bekommen, weil ich
diesen Aspekte sehr schwierig finde. Von amerikanischer Seite kam
nur wenig, aber Herr Berger hatte eine hilfreiche Idee:<br>

Greenpeace hatte das DIW mit dem Gutachten beauftragt (to
commission s.th.: etwas in Auftrag geben). Das Gutachten wurde
weder vom DIW selbst veröffentlicht (das würde unter LC-PCC PS 1.a
fallen) noch hat das DIW die Veröffentlichung veranlasst (das wäre
1.b) - denn dies hat alles Greenpeace übernommen.
Nichtsdestoweniger ist der Inhalt des Werks vom DIW erarbeitet
worden, d.h. das DIW ist der "originator of the work" (1.c). Das
Werk stammt also von der Körperschaft DIW. Im zweiten Schritt muss
dann geprüft werden, ob das Werk unter einen der Fälle von
19.2.1.1.1 fällt. Es passt unter "Kollektives Denken einer
Körperschaft handelt"; damit ist das DIW nach der RDA-Logik
geistiger Schöpfer. <br>

In diesem Kontext wurde dann noch ein Nebenpunkt berührt, mit dem
sich die Themengruppe vor kurzem beschäftigt hat. Es ging um die
Frage, wie man damit umgeht, wenn übergeordnete und untergeordnete
Körperschaft gleichzeitig in der Ressource genannt sind. In Tests
und Multiplikatorenschulungen war dies als Problem aufgetaucht. Es
soll deshalb in die überarbeitete Fassung der (in einer ersten
Version bereits im Toolkit veröffentlichten) Erläuterungen zu
19.2.1.1.1 und 19.3 eine entsprechende Hilfestellung eingearbeitet
werden.<br>

In der Themengruppe waren wir der Ansicht, dass es sich hier
typischerweise um Fälle handelt, bei denen die übergeordnete
Körperschaft eine ihrer Unterordnungen (z.B. eine Arbeitsgruppe)
damit beauftragt hat, das Werk für sie zu erarbeiten. Vielfach
wird man einem solchen Werk gar nicht ansehen, welche
untergeordnete Körperschaft den Inhalt erarbeitet hat; manchmal
steht es aber tatsächlich explizit drin. Die von der Themengruppe
für solche Fälle erarbeitete Lösung sieht so aus:<br>

einer hierarchischen
Beziehung zueinander stehen, so hat in der Regel eine
untergeordnete
Körperschaft das Werk im Auftrag der übergeordneten
Körperschaft ausgeführt.
Geistiger Schöpfer ist dann die übergeordnete Körperschaft,
sofern die
Kriterien aus RDA 19.2.1.1.1 für diese erfüllt sind
(Beispiele: es handelt sich
um ein Werk administrativer Natur, das sich mit der
übergeordneten Körperschaft
befasst und nicht nur mit der untergeordneten Körperschaft;
es handelt sich um
kollektives Gedankengut der übergeordneten Körperschaft,
nicht nur der untergeordneten
Körperschaft). Für die untergeordnete Körperschaft kann eine
Beziehung nach RDA
19.3 erfasst werden, insbesondere wenn sie an prominenter
Stelle genannt ist.
Verwenden Sie in diesem Fall die Beziehungskennzeichnung
„Herausgebendes

Herr Berger sieht das anders und findet, dass auch die
untergeordnete Körperschaft geistiger Schöpfer sein müsste;
darüber wird jetzt gerade in der RDA-List diskutiert. Ich
persönlich denke aber, dass die von der Themengruppe gefundene
Lösung gut zu handhaben ist und auch zu einem sinnvollen Ergebnis
führt. Und es ist ja trotzdem nicht verboten, eine Beziehung zur
untergeordneten Körperschaft herzustellen.<br>

Vielleicht ist das in der RDA-List verwendete Beispiel auch nicht
das geschickteste gewesen; hier noch ein anderes:<br>

Nach der neuen Erläuterung ist das Ministerium als geistiger
Schöpfer zu betrachten. Dessen Abteilung Forsten und Naturschutz
kann aber als "Sonstige Körperschaft in Verbindung mit einem Werk"
(RDA 19.3) berücksichtigt werden.<br>
<br>
Und noch ein Hinweis zum Verfahrensweg für solche Erläuterungen:
Der Text wird zunächst im Wiki der AG RDA mit einer bestimmten
Kommentierungsfrist eingestellt. Damit sind die Vertreter aller
Verbünde und Institutionen in der AG RDA informiert und können
ggf. Rücksprache mit regionalen Expertengremien halten. Wenn es
keine Einsprüche gibt (wie in diesem Fall), kommt das neue D-A-CH
bei nächster Gelegenheit ins Toolkit sowie ins RDA-Info-Wiki. Gibt
es Einsprüche, wird dies natürlich in der AG RDA diskutiert.<br>
<br>
An die breite Masse der Katalogisierer wird diese Regelung - wie
alle anderen auch - im Rahmen der Schulungen vermittelt werden.
Dafür wird die Themengruppe in nächster Zukunft eine
Schulungsunterlage erarbeiten, in denen wir Ihnen dann jede Erbse
von 19.2.1.1.1 einzeln vorzählen werden.<br>

Könnten sie bitte besonders die Erbsenzählerei rund um 19.2.1.xx in der ala-Liste hier auf deutsch erläutern? (Leider meldet sich Eversberg nur noch dort ab und zu als Rufer in der Wüste zu Wort)

I haven't read the whole thing, but as I understand it it is an
administrative work under RDA 19.2.1.1.1 a) i). The policies and
procedures apply to the whole Association, I think.
The question with this and similar cases was which is the creator: The
superordinate body or the subordinate body or both? We've now drafted a
paragraph for the German practice rules D-A-CH (to appear in the August
update), which translates as following:

If there are two or more corporate bodies named in the resource which
are in a hierarchical relationship, usually the subordinate body has
prepared the work on behalf of the superordinate one. In this case treat
the superordinate body as the creator, provided that the criteria of RDA
19.2.1.1.1 are met for it (examples: an administrative work dealing with
the superordinate body, not only the subordinate body; a work expressing
the collective thought of the superordinate body, not only of the
subordinate body).

If desired, a relationship to the subordinate body can be recorded under
RDA 19.3.
